As far as I know, this isn't possible. There isn't a way to obtain the Windows CE OS or the Keysoft software to my knolwedge. Even if there is, Fusion doesn't support Windows CE and I don't even know if it would run on an Intel processor since the Apex uses an ARM one.

If you want to use Keynote Gold as a speech synthesizer, I think you can connect it to your computer and put it in Remote Synthesizer mode. You'll need a USB cable and a driver for NVDA or whatever screen reader you use.
