Okay, an HC suggestion then. Food is the currency, from attacking/defending forts, to going on missions. Why not eliminate the need to have food to move? Food is still vital, but this way players don't need to worry about getting stuck. I don't play HC much, so this might not work well, but it seems the most obvious solution to me.
