Sadly, it would be lovely if we didn't need this to be forced into law. I agree with you there. But like so many other things where we're being asked to consider the common good more than we wanted to, requests failed so now it has to be made into a legal demand. Look at disability law. We begged and pleaded for stuff to be accessible, and finally we ended up having to get it legalized so that we had legal defense when refused. For that matter, look at equal opportunity employment, the bit where you have to hire minorities or women or whatnot if your company is big enough; that legislation is only in place because without it, no one was bothering. When you had two resumes in your in-box, one labelled John White and the other labelled Juan Perez or Nancy Mbasi or Ahmed al'Hussein, you went with John White damn near every time, for no other reason than that the name was more typical and instilled artificial trust.
So yeah. Sometimes we have to make things into law because citizens frankly won't take it seriously otherwise.
