yeah. Django.  But your real problem is that without sight or a sighted partner, you'll never get the layout right.

Also note that video playing is kind of problematic in the "this is really expensive" sense.  It's pretty easy to do, but if you're not careful most cloud providers will bill you rather large sums of money for the storage and bandwidth.

If you want to run a forum, I'd just find some off the shelf forum software and run it.  Reimplementing this from scratch is only useful as a learning project.
