Android Phones with physical number pads are not seen in market these days. The best case would be to look at those blind shell phones, but even those have qwerty keypad i think. May be some feature phone manufacturer might have experimented with an Android feature phone, you might want to have a look in to that.
Actually now that you've asked, I think it would be a cool accessory to have a bluetooth keyboard which is a size of that numpad, with only those numbers and navigation keys. It would be an amazing controller to control our phones without touching the screen.
