It may be true that Apple may fix it voice over pronunciation bugs soon. Well, you should think it for a while and decide since both of them have pros and cons.
If you ask me, Apple is more accessible. Since Android updates are not very regular, you may have to stick with a bug for a longer time in the Android version. Whereas, IOS is being updated regularly. And in every updates, they fix some or the other bugs. Still, it is proprietary like before. But, it has some disadvantages too. For example, Apple hasn't ported any of its applications to Android. Thus, if your applications and music libraries are based on Appstore and iTumes, you may feel a little locked, or it may not make any difference.
Also, I feel that IOS is more secure as compared to Android. But if you talk about sending items, Android does it more easily.
At the end, it is you who has to decide and, as with many purchase decisions, your choice will depend on what you value.
