The problem is that there is no equivalent way to hook Flash into OS X's accessibility framework. The plugin infrastructure goes all the way back to Netscape's NPAPI, which essentially provides a platform-agnostic way to draw content into a defined area of the screen. This is not true for IE.
But to answer your question, no--I haven't tried asking Apple. Or to put it another way, the chances of getting Flash access are about equal with those of getting, say, QT access.
