It may be possible that the watch didn't ship with Talkback. While you'll need sighted help still, you might want to do Daniel Nash's Talkback installer for the watch.
I really, really hate to say this, but I honestly would've had to recommend the Samsung Gear or anything running their OS since Ware OS is a dying breed unfortunately. Great OS, but it's at the Windows Mobile level of hanging by a thread. Google hasn't made their own watch hardware, which is part of the problem.
