If you mean is this a CPU issue as in is the CPU broken, no. There might be other broken hardware, but it's probably a software problem. In general, CPUs don't break partly, they either work or they don't. I'm not saying it's impossible but it'd be the first time I've personally heard of it.
It's probably just underpowered. Also, if you lave the game and go into task manager or whatever, you're not getting an accurate picture of how much is being used, and if you've got a quad-core CPU (or a dual core with hyperthreading) then 20% is actually right at the limit of one core, so if the software isn't able to use more than one core then it might genuinely just be that your computer doesn't have enough power.
