Making ambitious games can be a difficult endeavor, so in some cases there are bound to be some areas that are not as fleshed out or focused upon as others, at least initially. It might be a bit much to expect every game to be as ground breaking as The Last Of Us 2, but it certainly helped set the bar.
Currently there isn't much information available to tell whether its accessible or playable yet, but initial impressions aren't encouraging. There's an accessibility review of available material [here], but we won't really know until the game ships. Part of this could be due to them being a bit overwhelmed, what with there being a few delays, crunch time, etc. Its possible after it ships and they work things out that they may consider patching in some additional options.
