I would...honestly not call this a puzzle-based RPG. There are certainly puzzly bits, but most of it is combat and/or exploration. It's fairly simplistic but it fits the genre pretty neatly.
Combat is rarely a true puzzle. At worst, it's figuring out what works and then bashing the hell out of a monster with it. Some monsters are weak to x; use x. Some monsters will do x if you do y; don't do y. Some monsters are immune to attack A; don't use attack A. There's no bestiary, no way to figure this out without trying once, but the same is true of stuff like Chrono Trigger and Final Fantasy titles. Imagine walking through an underground cavern area, hitting a save point, then finding a boss called the Antlion. Now let's say, as sometimes happens, that this boss is immune to fire, but of course you don't know that without some investigation. You hurl fire at it, the damage is 0, and you wasted some MP and that character's turn. This is pretty much exactly on par with finding out, for instance, that Jason will boost his attack if you defend in the drug factory. The scrolls aren't even really puzzly, they're jut timing. It's a bit more finicky than "choose this spell and fire it off", but I can think of at least a couple of games that use button sequences for certain types of attacks. Wakka's slots overdrive in FFX, Tifa's in FFVII, Sabin's blitzes in FFVI, just to name three pretty obvious ones. Having to rely on scrolls for a whole battle is nerve-wracking, but not really puzzly.

Now, as to your issue:

Try using more scrolls. Seriously. I've done this challenge at two different levels, and the only time I ever had trouble was Kelly vs. Cecil. He hits hard, her defense is bad.
If you haven't done it, consider using your coins to boost your stats. Your impact is kinda bad for that late in the game, it looks like. Ross being level 85 probably doesn't h elp your case too much. If you have level-up herbs, maybe use those to catch your party up a bit. Beyond that, I don't know what to tell you. I don't believe that the game just takes your own characters and pits you against them, not exactly; I think it builds an archetype off your stats and goes from there. Ross is balanced. Kelly hits hard, has lots of HP but no defense. Cecil hits as hard as Kelly, has better defense but smaller HP. Gabriel is weaker all-around than even Ross, but his HP is higher. Shawna is like Cecil, but slightly lower HP and a bit higher defense. Lucy doesn't hit hard at all, but her defense is sky-high and her HP is quite good.
