If people could create their own server, then all the fun of having lots of other online players at the same time would quickly be gone.
The online Swamp game is a kind of social community where people makes lots of new friends while playing the game. Some people even buy an account and only spend time on chatting with the others and don't play the game much. All this would quickly fade away if people could make their own servers. So that's one of the reasons not to do so.
