I think only artisans can store wagons. I haven't had trouble with people stealing my handcart, but I don't leave it alone for long, and when I do, I try to leave it out of the way. I generally return them to get most of my money back. In regards to drinks, you can buy a flask or have someone make one for you. I generally stick to waybread since it works extremely well. I've seen a couple guilds with that particular food, but rations work just fine.
