When you say you installed the ISO on a virtual machine, do you mean you used the ISO to install Windows on a virtual machine and the installed Windows won't boot, or that you installed the ISO on the virtual machine and the ISO won't boot? And if you installed the ISO on the virtual machine, how exactly did you do that? From my experience, you "insert" an ISO into the virtual optical drive and boot from that.
