A pre-amp doesn't limit signals in the way that you suggest anyway.  It
simply applies gain or attenuation to the input signal and passes it to
the power amp.  It may or may not buffer the signal as part of this
function.

Other typical pre-amp functions are input selection, balance and mute. 
Some even have some form of 'tone' controls.
