The data rate of the BBC RealAudio streams is typically around 40kbps
except for Worldservice which is about 16kbps. 

I think the BBC still wants to support Narrowband (dialup) users and
also they have a very large number of users so providing high speed
worldwide would require significant bandwidth and I think is not
considered to be the best way to spend the licence money.  Perhaps this
is why the new WMA based UK only services may have higher rates.
