A non-oversampling DAC (digital to analogue converter) is a DAC that
converts the digital signal to an analogue one, without using any
'fancy' digital signal processing.  It's a fairly old technology, but
many people feel that the gains from newer technology DACs are
outweighed by the side effects from the 'fancy' signal processing.  As
ever, YMMV.

IME, NOS DACs do tend to take the edge off the treble, and are
generally very good in the midrange, so connecting one to the digital
output of your SB3 may give you a sound that's easier to live with.  A
PSU replacement may also help.
