I have a Monster power conditioner, which I keep as a reminder to myself
to follow the advice I've given others, and then didn't follow myself: 

Don't buy until you try!  
The thing made absolutely zero difference in my system. It is fun
though, to look at the readouts, and marvel at the fact that I'm
drawing 6.2 amps, at 119 volts!  That sort of explains why the room
gets too hot in the summer, but is nice an toasty in the winter!

I took a quick look at the Chang web page, and the total lack of
anything even approaching a technical statement scares me...  Frankly
it reeks of snake oil!  Particularly the fact that they claim to use
"magnetic materials"  to do their filtering, rather than coils.  Well
consider this: a coil is an inductor, and a magnetic material (for
example ferrite) wrapped around a wire is...  an inductor!  Methinks
they doth protest too much!
