Jitter is specified as RMS jitter, not peak or peak-peak or any other

such defintion.

THere are machines
which fairly nicely spit out the number for you if you can get a probe
on
the signal being checked.  Usually any high-end digital scope nowadays
will have this feature.  (high end means you paid probably >$50k)
