Thinking here, all recordings don't compress well The Köln Concert could be one of them. Also it's an analog recording it would be safe to say the the bottom 8-10 bits are mostly pure random noise, and we know that random noise hardly don't compress at all. (maybe Köln concert have even more noise you can hear it) So 24 bit files are tougher due to this .
Would not a good flac decoder test be pure white noise at 0dB (all 24 bits) compressed at -8 (--best this is actually default in many many applications that do these files) the noise should be with frequencies up to 48kHz of course. Can you get randomly generated 24/96 white noise somewhere ?
