I can't comment on what is or isn't a reasonable charge to cover the
required clearance process. A $20 item can take as much time as a $200
item to process. It obviously will vary considerably by the nature and
size of the shipment. All brokers will have a minimum handling fee and
it is indeed annoying to pay a surprise $20 on a very small purchase.
It's up to the buyer to be aware of the costs of importing and delivery.
Some vendors are more helpful than others in pointing this out to
customers. 
USPS is often(but not always) a better choice for smaller items.
Frequently they will fall under the threshold where CanadaPost needs to
collect the tax and charge a $5-10 handling fee. Some US vendors will
use a consolidation service with UPS or Fedex and includes the
brokerage/tax at the time of order, so no surprises. It's up to you to
check this out at the time you order.
