I'm not sure if I understand you right, but I believe you are wondering if CONFIG_SYSFS is usually enabled in Linux distributions.
I think it is enabled on ALL. Normally, it will not allow you to disable sysfs. When user manually edits .config file to use CONFIG_SYSFS=n, it doesn't let him - 'make' will silently replace it to =y automatically. The only way to disable sysfs is when you set CONFIG_EMBEDDED=y, which is IMHO very rare. I believe it is completely safe to depend on CONFIG_SYSFS.
