a821 [1] filed a deletion request for postgresql-10 [2]: PostgreSQL 10 has been EOL since 10.11.2022 [0].
The PKGBUILD has been broken for at least a year as stated in the last comment. To be sure, I tried to build it a clean chroot and it failed with the same error. Moreover, it's orphan so there's no chance it will be fixed, and I don't believe it's worth the effort given it's EOL. Finally, nothing depends on it explicitly. All in all, better to delete.
