Since the list appears to be VERY quiet at the moment, and this appeared on 
the GFA site without any specific mention here (or else my e-mail system is 
dying and rejecting all Aus-Soaring posts ???), I repeat it here for the 
benefit of all NSWGA members, and also for information of people elsewhere 
as to what is being considered in NSW.

New South Wales Gliding Association


Meeting of Members, Club Committees and RTOs

Members, Club Committee Representatives and RTO's of New South Wales 
Gliding Association are invited to participate in a meeting to discuss 
issues of mutual concern, development of the sport, and the best structure 
to enable the NSWGA to best meet its aims.

When?           Saturday 22nd June 2002

Where?          Gliding Clubhouse, Orana Soaring Club - NARROMINE AIRPORT

Time?           10:30am-1:30pm  (lunch provided)

In order to enable members from more distant clubs to attend, the time has 
been set to allow suitable travel time. Accommodation is available at the 
airport  and the local Peppercorn Motel both within walking distance of the 
clubhouse.  Ring 02 68 892 733 for assistance with accommodation.

Agenda? 
Development of Gliding in New South Wales.  GFA Development Officer Terry 
Cubley will provide an overview of what is happening in the State and 
potential for the growth of the sport. Opportunity will be provided for 
your input to this discussion.

Structure of the NSWGA. The NSWGA is drawing its last breath, the current 
structure appears not to be meeting the needs of the clubs, the 
administrative process seems incapable of achieving its goals. We will 
discuss a proposed new structure and there will be ample opportunity for 
individual comment and suggestions to be incorporated.

Issues of concern.  All Members are invited to submit issues of concern 
under the general headings of Sports, Operations, Airworthiness, 
Administration, General business.

GFA issues. Some discussion on proposed changes to the GFA structure can be 
discussed

  NSWGA  STRUCTURE - One proposal to consider

The current structure sees a management committee composed of an elected 
executive plus 2 delegates per club. This group considers all issues to do 
with the NSWGA and responds to reports from each of the RTOs. A GFA Vice 
President and two councillors are appointed by the Annual General Meeting.
In recent years, significant difficulty has been experienced in getting a 
quorum to attend the meeting. The Executive has continued to meet the bare 
requirements . Each meeting has struggled to elect a new executive.


A proposal is to change the format of the NSWGA to hopefully encourage a 
greater involvement and to reduce the time required for unnecessary meetings.


Executive
Consists of President, Secretary and Treasurer. They confer by email and 
phone. They administer the necessary functions in line with decisions by 
the AGM and other committees. They call and run the Annual General Meeting. 
They also arrange an annual meeting of club Presidents.

Committees:
Operations committee - chaired by RTO ops, composed of all CFIs and Level 3 
instructors. They meet annually or more frequently if needed. They request 
financial support through the Executive. They arrange instructor training, 
safety seminars, other such activities.

Airworthiness committee: - chaired by one RTO air, composed of all RTOs air 
and club airworthiness officers. They may meet annually depending on the 
need. They arrange airworthiness schools. Support homebuilders.

Sporting committee: - chaired by RTO sport. Composed of RTO plus sports 
coaches (certificate officers from clubs?). Promotes certificates, arranges 
coaching programs, junior coaching, seminars, competitions.

Development committee: - chaired by state development officer, composed of 
development officer plus 2-3 others. Supports development of the sport 
within Victoria in consultation with GFA Development Officer.

Administration: - managed by executive. Possible support from GFA office 
and or commercial club administration people.


Rationale
The current structure requires individual club representatives to attend a 
meeting each month and provide guidance on the complete range of activities 
of their sport.  Over the last 10 years the meeting have dwindled to three 
or four per year in the last year to only one meeting.  By involving people 
within their field of interest and expertise they should be more inclined 
to be involved and are more likely to have a considered opinion on topics 
being discussed.

These committees should be empowered to act provided they do so within 
their approved budget and within the constraints of the relevant GFA 
committee directions.

The admin task can be handled very easily by an executive who do not have 
to run countless meetings but have a responsibility to communicate actions 
and manage within the budget set by the AGM.

Any other proposals are invited to be tabled to the secretary prior to the 
meeting and in time for distribution and consideration.
