Err I think that this might be over to you Mark to clarify what you
meant. Mark said

I took that to mean that he was proposing that GFA issue some sort
of alternate licence. I'm opposed to that as part of the benefit of
the RPL to me is that I can cross-dress (you know that I do already ;-) 
easily.

I would certainly like to fly Ultralights but at the moment I'm 
paying over $1000 per year to all the differing sport aviation
bodies and clubs that I belong to and I'm a bit sick of it. If I
do 100 hours a year then I'm pay $10/hour just for admin stuff.

Having the single theory sylybus for airspace and radio procedures 
cover each practical rating is great. (I could even use it to 
fly helicopters but I'm still not sure if they fly or just that 
they are so ugly the ground repels them).
