This was one of the new items in Part 45 of the CASR which was introduced some 6 years ago - there was an exemption built in so that already existing aircraft did not need to comply with the new requirement until it came time to re-paint them.
One aspect of the Part 103 NPRM currently out for comment is that an aircraft that is on a register kept by a Recreational Aviation Administration Organisation (Part 149) - which does not currently include gliders as they are on the CASA register though placed here by GFA - only need to display the Nationality mark VH- if they are going to be operated outside Australia. [This could be activated by the organisation's procedures manual rather than being in the regulation. Part 45 would still apply to aircraft on the CASA register but if any changes are needed (e.g. changes to the exemptions and exclusions in Part 45 or Part 47) they will be implemented as consequential amendments to Part 45 or 47 if the matter is raised in Part 103 replies.] More likely to happen if people ask for it in their responses.
