Is there a reson to have the standard text not being in line with the UNIX 
implementation?

The UNIX link man page states:

     The link and unlink  commands  link  and  unlink  files  and
     directories.  Only  super-users  can  use  these commands on
     directories.

So the original reason to limit the program to privileged users only applies to 
directory operands.
