In NetBSD fcntl(2) manpage there is <tt>F_DUPFD_CLOBOTH</tt>:
<blockquote>
Same as F_DUPFD, but sets both the close-on-exec and
                      close-on-fork properties on the file descriptor created.
</blockquote>
with the note

The F_DUPFD_CLOBOTH operation first appeared in NetBSD 11.0.
</blockquote>

I haven't found a similar flag in Linux, FreeBSD, OpenBSD, and illumos.
