I have some experience with a wiki that uses FlaggedRevs. Most likely your 
problem has to do with the rights. Only when you have specific rights you can 
flag a page as reviewed.

I have the feeling you want to use this to distinguish between different 
versions of OOo. It is totally unsuited for that. Flagged Revs is for 
reviewing changes in a wiki page before that page goes public, so you can 
control unwanted changes.

Without FlaggedRevs you can disable editing of a page by setting it as 
protected. Only some privileged users can change that page.
