If the template is saved as a template, those colours will be included in the template. If saved as an ordinary file, the colours won't be saved to the template. The next time the file is opened, you are asked if you want to update the styles to the template. If you say yes, the colours will be replaced by whatever is in the template. Any colours created at ">Tools >Options >Colours" are added to standard.soc. If the colour is used in the document, it is included in the style definition, and other users will see that colour. If the colour is in their standard colour palette, they will be able to use it in other styles.
