Pretty sure that I am not artistic, but, I do have a few comments:

Is this respect to the created documents or the web site itself? I think that the colors are more important for the documents (in what ever form they are published) than the web site. Assume all of my comments are in the context of documentation and not the web site. I do include "wiki" versions of the documents, PDFs, and printed copies as documentation.

The background should be basically white or a pale color or gray, for
ease of reading; light text on a dark background is difficult for many
people, including me, to read.

So the real question is the highlight colors. IMO they should NOT be the
same as OOo's new blue or TDF's green, unless the site includes both.

I am hesitant to write anything given that Jean has probably spent many hours working on this and likely knows much better than I, but, here are a few ramblings that may, or may not be useful:

If we have someone who actually knows and understands the science between how color affects readability, comprehension, and retention, I am hesitant to tell them that neither green nor blue may be used. For example, consider this:

One of the points mentioned in this paper is that many claims are made without anything backing the claim.

I always liked the color schemes used by the OOo Authors documents. Not certain who I should thank for that.
