Why do people need to download everything?  If you upload released
configurations, and I upload daily configurations, people can pick one of
the two to use as a startiing point.  Then (assuming that interfaces are
relatively stable), people can checkout the repositories that they care
about and, in the process of building, effectively update their baseline
accordingly.

What amuses me is that this wasn't a concern when avalon was in one cvs,
but is now one when the exact same code is spread across multiple cvs'es.
