Just to prove that world + dog has an opinion about all this,
I'm going to give you mine:

 + Voting and commit priviledges stay linked.
   Separating them would just create the mother of all
   bureaucracies.

 + Dissent *must* be allowed and even encouraged.
   I much prefer those that have a grievance with the project
   to step right up and say so, than to keep it to themselves.
   If committer A want to say that Avalon is crap, fine, let 
   him. If he has a point we're good enough to learn from it,
   if not, we're good enough to refute that statement.
