I also think it is bad that neither Peter Donald nor Berin voted. However, given that both of them wanted to be in the PMC and both actually ran for chair, I think it is premature to conclude that their votes would be -1. Of course, it is also premature to conclude that it would have been +1. According to http://marc.theaimsgroup.com/?l=avalon-dev&m=103752837308739&w=2 Peter Donald is the only Peter that didn't vote. Are you referring to Paul Hammant? Either way, absence is bad. But I don't think anything has come up that invalidates the vote.
