Yes, the general idea is to not get in people's way. But no, I don't think it means supporting divisiveness and fragmentation. I will point out that Phoenix will fall under the reponsibility of the Avalon PMC (as will all jakarta-avalon-* CVS repositories), should the Board approve the Avalon PMC resolution. Breaking it out will require the support of that PMC at a minimum.
