IMO, this proposal could also be rephrased as "unified toolkit that is
used to implement containers in multiple tiers".

That's my take on proposal 1.

+1 for proposal 1

If that wasn't clear enough, +1 as well for proposal 1 because it's harder to achieve, but creates a healthier and more stable community and this is what I (and the ASF board) care for.
