Well I would say that kernel need some option to be build as system for 
server or as multimedia home station. 

As I do not care at home that scheduler preseves fairness for all processes
in the system (this could be done by modular schedule architecture - e.g.
I would load module with scheduler for home multimedia or I could choose
module for scheduling scientific calculation where is usualy better to
leave calculation running for long time on the same CPU to safe 
cache content and other things) - you can't satisfy both worlds 
(ok you could - but all could see the result - it slower for sci apps
and it's not very suitable for multimedia apps as well...)

Well of course my 14MHz could read just 400KB/s from harddrive :)
But animations were smooth and audio players were not skipping,
mouse was not jumping on my screen.

These are all problem of current linux kernel - which is being optimized
for maximum harddrive thoughput or something else - but still
I could see how just machine with 256MB of RAM is swapping application
on the swap just to make room to cache files which are being readed just
once - I trully do not know what are those VM developers optimizing it for...
(At least the latest kernels have some options to bypass this system)

But you really want to react on VBI interrupt - and rtc device is very limited
with hardware is the chip allows you just to pick 256Hz 512Hz 1024Hz,...
