avicat & mencoder are defintely both capable to make this more.

Maybe your soundtrack has not been 'interleaved' with video frames
and the first part of the file were just video frames and
the second part just audio frames.
For 650MB you may burn at least 332500 blocks - sometimes upto 340000
for 700MB 359900 blocks - sometimes upto 368000
each block has 2KB

I affraid if the sound track is really missing - they you will
have to get this movie again...
VirtualDub will hardly do a better job here
(it will be just 100 times slower)
