Quite possible avrdude really changed in the meantime, but that
message looks like coming directly from the USBasp's firmware.

I doubt that.  After all, USBasp is AVR-based, and there are *no* OTP
AVRs at all.

Of course, you could try using an older avrdude version, but I
suspect it's something else.

Anyway, you could give it a try to use an explicit -B value.
