Now seriously ,I am not sure you can get it working when applying to a
single  face.Fresnel simulates a kinda water reflections which depend on the
viewer angle.So you need the whole surface of the mesh to have the material
in order to produce the reflections/refractions in the correct way.I guess
David Lenaerts can give the precise answer .
