Just an idea, why don't you set it up as a BOM, and in the planned orders you can change a planned production order to a planned purchase order. (you also have the ability to split the order quantity) I don't know if I understand your concept completely, you want to be able to purchase and produce an item. What is that about purchases department and manufacturing department, how do they currently decide what to purchase and what to manufacture?
