Hi I Reproduced the Error. Here is what I found out.
The Status of the Production order is with Cost accounted - Report as finished or Cost accounted - costing.What ever be the Prodcution order status the way out is this 1. If you have a qty to be RAF - post the qty and check (endmark option for picklist and route and accept error ) in the default values and post the Journal 2. If you do not have the any qty for RAF and want to end the order I can only figure one way out.
