Yep, BOM, BOM Versions, and Configuration route tables are all read 
only.

We originally did not purchase domains when implementing Axapta. In 
the environment with no domains setting the button to no access is 
working correctly.

It is not working correctly in the test environment which has the 
domain license installed.
