Thanks for all of your replies, help and knowledge you shared.

The only reason for dual UOM is we can not use unit conversion due to the
constant difference in weight and quantity.

Desired UOM's are Weight and Quantity of Item

Actually We need Dual UOM but we don't need Dual UOM.

We Need
Quantity of Items for reporting to know the number of a particular items in
stock. needed to be printed on SO/Invoice for customer that how many pieces
are being dispatched & on material receiving numbers of items received!

We don't need
Weight (tons/kilos) would our default UOM and all the costing would be
calculated based on default UOM without any unit conversion.

What do you think about this scenario can't we we can cover this requirement
by adding one field for Number of Items on PO, adding it to item master,
printing it on (customized) inventory reporting and on SO form and
reporting?

do you think still it is going to be a huge change in system?
