Dude! Don't get me wrong but what you have stated is not the requirement. The requirement is something else, what you have stated is your solution.
If you state the requirement along with your solution, you have a better chance of someone coming up with a better way to satisfy the requirements. As to your question..no it is not possible to put such restriction.
