Hello Just login by usr2 and open the purchase requisition and select assign to me from the show requisition list. But also I think there is a missing step in your workflow (the completion step). One user submit another complete and the third approve, so I think the 2nd step is not pending approval, it must be pending completion, so check also your configuration
