Try/check the steps as given below:
1. create users NT AUTHORITY\NETWORK USERS &
<<DOMAIN>> \<<MACHINENAME>>$ and set the properties as in old db.
2. do the same for schema and set the properties comparing the old db.
3. create stored procedures createusersessions and createserversessions.
4. Populate base data required into system tables.
5. Check the indexes on the system tables else create the same.
For all steps you can compare the existing db and do that.
