mod_axis2.dll load fails

Apache fails to initialize and abort in following circumstance:
- when Apache need to load mod_Axis2.dll
- and if its absolute path contains non-ascii characters (2 byte Japanese)
we confronted such thing when running Apache in Win XP Japanese
