I totoally agree with Sahan. He has clealy detailed the requirement. From
modules we do push properties into the conf_ctx and we (modules) are in the
best position to free them. So why not pass conf_ctx into shutdown?.
We also should not forget that modules are intended as extension to the core
functionality of the engine.
