We could also compromise somewhat by canning the autoreminder but indicating on 
the project web page that people tend to hang out on #apache-axis on 
Wednesdays, though it's informal.
 That, or modifying the text of the reminder, would be equivalent. Keep in mind 
that future new contributors to the project would probably see only the 
autoreminder or the project Web page, but not some email thread such as this 
where we decided what the autoreminder really means.

 If the goal is to affect team behavior with regard to the weekly chats, then I 
claim that a committment from the project lead will encourage more 
participation than likelihood of running into people. Are people not attending 
because the lead is not there, or is the lead not there because people are not 
attending?

 If the goal is to follow team behavior, then a promise that the chat will be 
occuring, is not accurate.

 As with any vote, it depends on how you word the question (e.g. is the premise 
that project lead is making a committment, or not?).
